I saw the hop on hop off bus near Alexander Platz, I didn't take it because it's so easy to to visit the city with the pubblic buses, cheaper , so you can stay all the time you need

Can't suggest a private tour, but I would recommend taking the train instead. Then pick up on one of the many day tours in Berlin.

The memorial is above ground. You could probably walk to it from Alexander platz or get a tram.
